Who counts as an ultimate beneficial owner?

A UBO is the flesh-and-blood person who ultimately owns or controls a business, no matter how many companies or trusts sit in between. Ownership is usually defined by a shareholding threshold, commonly 25 percent or more, while control can also come through directorship or the power to make key decisions. A concrete example: an invoice comes from a company owned by a holding company, which is in turn owned by two individuals. The UBOs are those two people, not the intermediate company.
